Symptom
- Report based on Oracle fail to refresh.
- Fails to refresh report based on Oracle in Crystal Reports for Enterprise, despite the Oracle client 64bit is installed, and configured.

When attempting to refresh a report based off an Oracle data source in Crystal Reports for Enterprise designer, it fails with and error like:
"ConnectionServer - Failed to initalize local mode. - [CRSDK00001087]
Caused by: DBDriver failed to load : C:\Program Files (x86)\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\dataAccess\
connectionServer\drivers\lib32\dbd_oci.dll (%1 is not a valid Win32 application. ) - [Internal Error ConnectionManagerNconnectionDescription]"
