2536163 - Error "Failed to activate hierarchy XXX" occurs when running program UJS_ACTIVATE_CONTENT

Symptom

When you run program UJS_ACTIVATE_CONTENT, the error "Failed to activate hierarchy XXX" and "System error in program CL_RRHI_INCL_CREATOR_TID and form _FIND_DOUBLICATES-1-" occur.

Besides, when you activate the Hierarchy in BW system directly, error "System error in program CL_RRHI_INCL_CREATOR_TID and form _FIND_DOUBLICATES-1" occurs too.
