2537218 - Means of Transport defaulting condition does not work

Symptom

The Means of Transport (MTR) defaulting condition 'XY' is setup and configured in a specific Freight Order (FO) Type to Default Means of Transport based on a quantity of the FO, like Gross Weight, Total Weight, Quantity, Number of Pallets, etc.
The quantity exist in FO. However, when creating FO, the system does not default the Means of Transport.
