2537374 - Web Services Navigator not working.

The following exception occurs when opening the Webservices administration page:

Caused by: com.sap.engine.services.deploy.exceptions.ServerDeploymentException: [ERROR CODE DPL.DS.5035] Application sap.com/tc~esi~esp~itsam~ui~wd cannot be started. Reason: it has hard reference to resource sap.com/tc~esi~esp~destination~wsar with type application fails to start with errors. Contact component owners to investigate the problem with application sap.com/tc~esi~esp~destination~wsar, which is not active on the server.
