2538533 - CIF transfer error when BP's postal code is a South Korean address

Symptom

When create a new BP in ECC system, and enter a 7 length postal code for a South Korean address.
Then transfer this BP to SCM system, queue will be stuck with error message AM653: Postal code &1 must have the length &2.
