2538591 - Key figure is not disaggregated based on proportional key figure

Symptom

A key figure's disaggregation type is configured as below, and disaggregation key figure is the same for both:

  • Structural disaggregation: P - Based on Dfferent Key Figure
  • Time-based disaggregation: K - based on another key figure

However the data is not disaggregated as expected.
For example, in certain periods, there's no-zero data for some CVCs even though disaggregation key figure value is zero for those CVCs.
