2538903 - CALL_FUNCTION_NOT_ACTIVE in MAIN_INIT/REPACHK_EHPI phase during upgrade

Symptom

You are performing an upgrade with the Software Update Manager (SUM), but the tool fails in phase MAIN_INIT/REPACHK_EHPI.

In the REPACHK2.LOG file, you find the following error:

While trying to display function module SUBST_GET_INACTIVE_SAP_OBJECTS in transaction SE37, you receive the following error:
