2541226 - Phase/Status inconsistency when using Notification BAPi's

Symptom

When BAPI BAPI_ALM_NOTIF_PUTINPROGRESS is used alone, a data inconsistency occurs for the Notification phase (QMEL-PHASE) when compared to the system status. For example, the status Notification is changed from OSNO to NOPR via this BAPI, but QMEL-PHASE remains as 1 which should be changed to 3

The same issue can occur when using IBAPI_ALM_NOTIF_SETDELFLAG and IBAPI_ALM_NOTIF_RESETDELFLAG
