Resolution

On the permission scenario, is necessary to have in mind that the "Completed" step is not available to be selected in the steps of the permission. This needs to be considered in case you wish to have a field or a section available or not to the people involved in the evaluation once the forms are completed. The Completed step will be included when "All" route steps are selected, as below:

In this example, the field section comments it has a "none" permission to "All" rout steps and a write permission for few steps, this means that when the form is completed, the "none" permission will prevail and the user will not have access to the field.

And if the opposite scenario is desired, to have a field available in the completed step, a Read permission should be granted selecting "All" steps.

When it comes to the permission on the completed step, the best practice it depends entirely up to the business process and needs, if some fields are not meant to be seen by the employee, such as Manager's ratings and comments, then this should have a "none" permission to "All" route steps, or if this infomation should be seen by the employee, then it must be configured a "Read" permission to "All" route steps.
