Symptom

After applying a served license, the sysam license server returns an error below.

Followings are the things confirmed.
1) The license server is running.
2) IPv6 is disabled on the license server.
3) The powerdesigner client is installed on a different machine than the license server.
4) The IP address of the license server is static, so it doesn't change.
