The user that do not have RBP permisson is able to open the reports that are available on the landing page. See below screenshot for reference:

Cause
This happens because all users within that role will receive the same landing page and the link for the reports will be available for every employee.
Resolution
To solve this it is recomended to give the permission to the ORD tool and share only the required reports with the employees.
