2543282 - Incorrect group counter is default for inspection plan in transaction QP01

• Task list is created with group counter X, but this task list is deleted. In transaction QP01 new task list is created but counter is X+1 instead of X. Group counter for deleted task list is not used again.
• Group counter for newly created inspection plan skips next number according to transaction QP01, QP02 or QP03.
• How to influence the suggested default group counter in transaction QP01?
