2543955 - Assertion failed error when attempting to uninstall older BI client tools after upgrade to 4.2 SP04 or 4.1 SP10

• The following error is encountered when uninstallation of an older client tool version (eg 4.2 SP3) is performed after upgrade to 4.2 SP04:
  Assertion Failed
  A fatal error has occured which has caused the installer to quit.
  Please gather any %TEMP% and installer logs to present to your
  support personnel.
  
  
• SetupEngine logs in %TEMP% show the following errors:
  

  Error: Couldn't load library 'Uncategorized.dll'. Error code: 127
  Error: Unable to find function 'DetectAdminPrivilege' in library 'Uncategorized.dll'.
  Error: Couldn't load library 'Uncategorized.dll'. Error code: 127
  Error: Unable to find function 'RegistrySearch' in library 'Uncategorized.dll'.
  Error: Couldn't load library 'InstallFramework.dll'. Error code: 127
  Error: Unable to find function 'GetProductOSDefaultInstallLocation' in library 'InstallFramework.dll'.
  Assuming install operation was aborted before start of transaction. Deleting manifest files...
  Error: Assert(IsInstallStateEmpty(installManifest->GetCurrentInstallState())) failed in file main.cpp line 1617

• This occurs even after uninstalling the 4.2 SP04 version and occurs across the client tools products.
  Example situation:
  1. All versions of client Tools (Crystal Reports, Dashboards, Web Intelligence) at 4.2 SP03
  2. Install Dashboards 2016 SP04
  3. Then unable to uninstall the SP03 versions of Crystal Reports, Dashboards or standard client tools
  4. The same occurs even after uninstallation of Dashboards 2016 SP04
