Symptom
When a time model is added to a chart component as a dimension, in either the X or Y axis, the years display in descending order instead of ascending.

Reproducing the Issue
Add a "Chart (Published Data)" component to a (canvas) report page. In the query, add Calendar Years to either the rows or columns. View the results of the finished query on the page.
Cause
A chart is not designed to display the same order as a table, which by default displays categories in ascending order from the top left corner. A chart displays categories in ascending order from the axis lines, which by default are at the left and bottom. Thus categories displayed vertically will have the first or lowest values at the bottom.
Resolution
There are two main ways to address this.
1. You can invert the axis so that the axis line is on the top and the ascending order proceeds downward. This will significantly alter the appearance of the chart in general.
2. The Charts 2.0 component type appears to handle the inversion more easily. If you create a Bar chart in this type, the vertical values appear to start from the top by default.
