2544504 - Invalid migration key because of "This export has unsupported format V1.## (maximum supported is V1.##)"

Symptom

During the Database installation/import phase of a heterogeneous system copy, the import stops with an error "The first connect with R3load was not successful".
This happens after you provided the generated migration key to SWPM.

According to SAP KBA 1899381 - How to check Migration Key issues - System Copy you check the log files.
File test_MIGKEY.LOG shows the actual error:

e.g. 

(GEN) ERROR: (TOC) This export has unsupported format V1.13 (maximum supported is V1.10)

or

(GEN) ERROR: (TOC) This export has unsupported format V1.16 (maximum supported is V1.14)
