2544579 - SYNTAX_ERROR dump when trying to provision to CUA System from GRC Access Request

Symptom

When Global CUA is configured, the GRC Access Request is not provisioning access to Non-CUA systems (for example, Portal System). When the Global CUA configuration is removed, the provisioning works fine for non-CUA System. The provisioning errors with a dump SYNTAX_ERROR for the ABAP Program CL_GRAC_PROVISIONING_ENGINE. The SLG1 shows error, 'User does not exists' in the destination Portal System
