2545436 - HTTP connection test in NWA failed due to error java.lang.IllegalArgumentException: Error loading config file

Symptom

When perform Testing "Ping Destination" in Destination from NWA, there is error like following screenshot:

In the defaulttrace, there is full stack for the error like following:

Caused by: java.lang.IllegalArgumentException: Error loading config file: java.net.ConnectException: Connection refused: connect (local port XXXXX to address 0.0.0.0, remote port 21 to address XX.XX.XX.XXX)
