2546279 - Weekly consumption not loaded from interface table into database

Symptom

When loading consumption data for certain locations via flat files into the table /FRE/BIF_TSD, after inbound process (transaction /FRE/BIF) some entries are loaded and others not. No errors are shown in the interface workbench (/FRE/CON) and in the transaction /FRE/TSE01 still old data are available.
