2546499 - Unable to get information about file. Operating system error message: Access is denied.

Symptom

During installation of SAP system Based on SAP NetWeaver on Windows, it fails with an error in the installation logs (sapinst_dev.log) similar to the following:

  Unable to get information about file   \\<SAGLOBALHOST>\sapmnt\<SID>\.....   using FindFirstFile. Operating system error message: Access is denied.
or 
  Unable to get information about file    <DISK>:\usr\sap\trans\......     using FindFirstFile. Operating system error message: Access is denied.

or

  Unable to get information about file   \\<SAGLOBALHOST>\sapmnt\<SID>\.....   using FindFirstFile. Operating system error message: The user name or password is incorrect.
