2547901 - Error message VG140 occurs in inbound IDOC generated from purchase order

Symptom

In intercompany process, after purchase order created, an inbound IDOC will be generated and sales order should be created by this IDOC. But sales order creation fails due to the fact that IDOC has status 51 with error message VG140(Partner number & for customer &, partner function & does not exist.).
