2549173 - sap.com/tc~sapjra fails due to java.lang.NoClassDefFoundError

Symptom

The SAP Application Server JAVA sap.com/tc~sapjra fails to start, and following error is logged in the java default traces (note 1596214).

Also subsequent applications that have reference to the application sap.com/tc~sapjra fail due to the latter failing.
