2549678 - Identity Provider functionality for identity provider is disabled: SAML issue

Symptom

SAP Application Server JAVA is acting as the IDP (Identity Provider) and a connection is configured to communicate with an SP (Service provider), which can be another AS JAVA or a 3rd party server like Successfactors. This IDP initiated logon fails and errors similar to below are recorded in the SAP Application Server JAVA troubleshooting wizard traces:

Fatal error during request processing. No response will be returned to the caller.
[EXCEPTION]
com.sap.security.saml2.idp.core.exception.IdPErrorResponseExceptionImpl:
Identity Provider functionality for identity provider <IDP name> is disabled

Trying to lookup IdP WebDynpro Java error UI webdynpro:java/sap.com/tc~sec~saml2~idp~enduser/com.sap.security.saml2.idp.apps.ErrorApp IdP WebDynpro Java UIs not deployed,
forwarding to jsp to display fatal error details.
[EXCEPTION]
javax.naming.NameNotFoundException: No child found in WebDynproContext with name com.sap.security.saml2.idp.apps.ErrorApp
Identity provider name received from CommonSAML2Utils: [<null>]
Identity provider name contained in HTTP parameter: [<null>]
