2549794 - Users can't see some columns and field values in Canvas and Story reports when switching languages

Symptom

There are two users, with the same RBP permissions, both are Learning administrators, with the same permissions, with no security domain restrictions. One of them can see the columns/fields in the report and the other cannot.
