Menu path Table View -> Transport is grayed out in transaction SM30, SM34 or SPRO

and

Menu path Utilities -> Adjustment is grayed out in transaction SM30, SM34 or SPRO

and

Menu path Utilities -> Comparison is grayed out in transaction SM30, SM34 or SPRO

Environment
