2551441 - HTML Mashup Error - Failed to get the Partner top Folder due to Wrong Life Cycle Setting

When trying to create an HTML Mashup an error appears when you are trying to save. The error message reads:  Failed to get the partner top folder due to wrong life cycle setting.

1. In Silverlight go to Application and User Management work center.
2. Navigate to Business Flexibility.
3. Open the Mashup Authoring view.
4. Select New.
5. New HTML Mashup.

1. Create a new HTML mashup without parameters and save it.
2. Edit the newly created mashup.
3. Add the parameters and save it.
