2551974 - Error when activating UPL/SCMON in CCM setup "Data access error: Error during configuration access (Insufficient authorization)"

In Usage Logging scenario, when trying to activate the UPL extractor for a relevant system , the following error is shown;

"You Cannot activate UPL/SCMON: UPL/SCMON Prerequisites are not fulfilled for system SID . Data access error: Error during configuration access (Insufficient authorization)"

OR

"Activation failed for system *SystemID*"

"UPL/SCMON activation occurs for *SystemID*"
