2552823 - "'master': upgrade has failed for this database" spurious message after upgrade from SP0x from SP03 - SAP ASE 16.0

Symptom

  • When downgrading ASE 16.0 SP03 PL0x to ASE 16.0 SP0x PL0x
  • And subsequently upgrading back up to ASE 16.0 SP03
  • ASE reports failure to upgrade the master database with messages including:

Database 'master' appears to be at an older version '16.0 SP02 PL05' than the present installation at version '16.0 SP03 PL01'; ASE will assess it, and upgrade it as required.
Database 'master': beginning upgrade step [ID 2]: validate basic system type data
...
Database 'master': beginning upgrade step [ID 21]: alter table (table sysdatabases)
Error: 2702, Severity: 16, State: 2
Database 'master' does not exist.
Error: 11050, Severity: 16, State: 6410879
Adaptive Server cannot process this ALTER TABLE statement due to one or more preceding errors. If there are no preceding errors, please contact SAP Technical Support.
Error: 3461, Severity: 20, State: 1
Database 'master': upgrade could not install required upgrade item '21'. Please refer to previous error messages to determine the problem. Fix the problem, then try again.
Error: 3462, Severity: 18, State: 1
Database 'master': upgrade could not install optional upgrade item '1800'. Please refer to previous error messages to determine the problem. Upgrade will continue.
Error: 3451, Severity: 20, State: 1
Database 'master': upgrade has failed for this database. Please refer to previous messages for the cause of the failure, correct the problem and try again.
Error: 3454, Severity: 20, State: 1
Database 'master': ASE could not completely upgrade this database; upgrade item 1800 could not be installed.
ASE could not completely upgrade database 'master', but the database was online when upgrade began, so it will be left online.
