2553246 - Replication DSI goes down with 2601, 3621 duplicate records error when replication is enabled -SAP RS

Symptom

A 2601 error and 3621 error reported in the Replication Server log when the replication is enabled.

We can see the below in the log
E. 2017/05/04 11:11:27. ERROR #1028 DSI EXEC(103(1) dsname.dbname) - dsiqmint.c(3256)
 Message from server: Message: 2601, State 1, Severity 14 -- 'Attempt to insert duplicate key row in object 'XXXXXXXXXXX' with unique index 'PK_ZZZZZZZZ'

I. 2017/05/04 11:11:27. Message from server: Message: 3621, State 0, Severity 10 -- 'Command has been aborted.
'.
H. 2017/05/04 11:11:27. THREAD FATAL ERROR #5049 DSI EXEC(103(1) dsname.dbname) - dsiqmint.c(3263)
 The DSI thread for database 'xxxxxx.xxxxxxx' is being shutdown. DSI received data server error #2601 which is mapped to STOP_REPLICATION. See logged data server errors for more information. The data server error was caused by output command #1 mapped from input command #70 of the failed transaction.

Every time, when this is reported we can see the duplicate INSERT entries in the RS Outbound Queue.
