Symptom

The Windows service cannot start and the Windows Event System viewer shows "The system cannot find the file specified".
- SQL Anywhere log file does not include any message.

Opening a DOS console and running
sc query serviceName
the WIN32_EXIT_CODE is 0 meaning that the Windows Service Control Manager did not attempt to start the service because an issue was detected first.
