2555080 - update statistics with hashing generates wrong column statistics - ASE

Symptom

The "with hashing" option to update statistics can generate invalid or useless statistics.

Example (part of output from optidiag on a table that has a large number of unique values):

Step Weight Value
1 0.01127901 <= "0�����"
2 0.98871720 < "99998"
3 0.00000198 = "99998"
4 0.00000000 < "99999"
5 0.00000182 = "99999"

The result is useless as almost all values have been grouped into a single cell.
