2556402 - Catalog creation in Fiori failed with No development license for user

• When creating a business catalog in Fiori Designer Launchpad, the users are getting the error:
  
  Error (400, Bad Request) in OData response for POST "/sap/opu/odata/UI2/PAGE_BUILDER_CONF/Catalogs": HTTP request failed Details: Exception raised without specific error See UI2 application log no. 051MdPAW7kUlhOEF9wSqUG for further details (TA SLG1) ID: /UI2/BASIS_UTIL/059   No development license for user XXXX ID: /UI2/CX_RUNTIME An exception was raised. ID: /UI2/CX_CHIP_CATALOG_CORE Exception raised without specific error ID: /UI2/CX_RUNTIME Exception raised without specific error ID: /IWBEP/CX_MGW_BUSI_EXCEPTION
• Using URL: https://YourServerName:PortNumber/sap/bc/ui5_ui5/sap/arsrvc_upb_admn/main.html?scope=CONF - It gives errors
• Using URL: https://YourServerName:PortNumber/sap/bc/ui5_ui5/sap/arsrvc_upb_admn/main.html?scope=CUST - It does not give errors and it works (i.e. can create catalogs)
