2556770 - Immediate usage decision is not made automatically after saving results recording

There is a need to use immediate usage decision function, which is described in SAPHELP 'Automatic Usage Decisions During Results Recording'.

Although all pre-requisites have been fulfilled, immediate usage decision was not made automatically after all characteristics are closed and results recording transaction is saved.
