MII Transaction with ME PAPI Web Service action fails with error similar to:

Connection refused: connect (local port <portNumber> to address 0:0:0:0:0:0:0:0, remote port <portNumber> to address 0:0:0:0:0:0:0:1 (HOSTNAME.<hostname>)
