The class withdraw notification has its recipients set based on two different configurations:

Either on what is set in the Registration Settings: System Administration > Application Administration > Registration Settings > Email Confirmation Defaults for Administrator and User Actions > Based on which boxes are checked, the withdraw notification will be sent.

Or on what is set in the class level: Learning Activities > Classes > Search and access the desired class > Details > Email Confirmation for Admin-Initiated Actions and Email Confirmation for User-Initiated Actions > It is possible to override the Registration Settings configuration by selecting the desired boxes at the class level.
