Symptom
Learning Plan Notification sent to Users' that already completed an item after configuring retraining for this item in a Curriculum or after deleting the learning history.
The notification states that the item got assigned to the Users' Learning Plan.

Reproducing the Issue
Retraining scenario:
- Assign the Curricula to the User (the curricula has the item without retraining configured);
- User receive completion to the item in the curricula either by:
- completing the item as standalone but inside the period to be considered for the curricula
- completing the item inside the curricula
- Add retraining to the item inside the curriculum;
- The User receives a Learning Plan Notification stating that the item got assigned and added to their learning plan.
Deleting learning history scenario:
- Assign the item to user
- User complete the item
- Admin deletes the learning history via Edit Learning History
- The User receives a Learning Plan Notification stating that the item got assigned and added to their learning plan.
Cause
The trigger for the Learning Plan Notification APM is changed in the User's Learning Plan. As the item was added to the User's Learning Plan, the APM was triggered.
Resolution
This is the expected behavior as the User's Learning Plan changed when the Curriculum was updated or learning history is removed. The retraining settings or deleting learning history caused the item to be reassigned to the Users' that already completed it, thus changing the Learning Plan and triggering the Learning Plan Notification Automatic Process. The APM sent the Notification to the Users.
