2559499 - Java Down: os.name or os.bit.length or os.unicode properties not set in the database!

Symptom

When clearing unused instance ID's on ConfigTool, upon restarting Java. It fails in the bootstrap phase with the following error:
Exception occurred: com.sap.engine.bootstrap.SynchronizationException: os.name or os.bit.length or os.unicode properties not set in the database! Check database consistency!
