Symptom

Changes made to the local information section in personal information using PP3 do not show up in the left hand side panel in the history section.

Reproducing the Issue

Insert a record for local information in personal information section

In the history section any changes made below the local information section do not show up in the history section.

Any changes made above the local information section do show up in left hand side panel.

Resolution

This is system design and is expected behavior that any changes below local information will not show up on the history section on the left-hand side.
