2561935 - AS Java process (server, dispatcher, etc.) fails with “Cannot change to working directory”

Symptom

The AS Java is not able to start. One or more AS Java process (server, dispatcher, etc.) are failing to start.

The following error is present in the dev_<process_name> trace related to the failed process (e.g dev_dispatcher):
