Recruit Rule, Termination Rule and Accrual Rule fields are not coming in Time account type

Accrual Frequency Period field value is not selected.
Go to Manage Data or Manage time off structures.
besides "Create New" on top right corner search for "Time Account Type".
Enter name, external code, unit and then Account Creation Type.
Observe that only two new fields appear according to Account Creation Type selection but the hire/recruit, termination and accrual rules do not appear.
Now Select a value for "Accrual Frequency Period" and the rules fields will appear.
Therefore, for the rules fields to appear "Accrual Frequency Period" needs to be selected.
