2566723 - DB6: new db2diag.log is not generated immediately after running "db2diag -A" in V9.1

Symptom

You use "db2diag -A" command to archive a diagnostic log file.

The old db2diag.log is archived to a file with a timestamp in the format YYYY-MM-DD-hh.mm.ss, but the new db2diag.log is not generated immediately in the DIAGPATH directory path.
