2567529 - SMP Cockpit doesn't load in with error message: "Unable to get secutiry configuration of admin com.sap.mobile.platform.server.admin.api.security.SecurityAdminException: Error retrieving security profile "admin"."

SAP Management Cockpit doesn't load in and in the server log file the following error messages appear:

Unable to get secutiry configuration of admin com.sap.mobile.platform.server.admin.api.security.SecurityAdminException: Error retrieving security profile "admin".
Caused by: com.sybase.security.SecException: No configuration could be found that met the conditions specified by the supplied selectors.
Caused by: com.sybase.security.SecException: org.xml.sax.SAXParseException; lineNumber: 15; columnNumber: 47; The entity name must immediately follow the '&' in the entity reference.
Caused by: org.xml.sax.SAXParseException: The entity name must immediately follow the '&' in the entity reference.

Another possible symptom is that however the Cockpit loads in, the authentication fails for a user that is mapped to the security profile that the error message talks about. I.e. for example:

Unable to get secutiry configuration of admin com.sap.mobile.platform.server.admin.api.security.SecurityAdminException: Error retrieving security profile "<nameOfTheSecurityProfile.NotAdmin.ForExample:default>".
