2567772 - Import of legacy custom theme into portal fails

• Import of legacy theme (created using theme editor) to a LESS mode portal (uses UI Theme Designer) fails.
• In default trace or tshw trace file following error is logged:
  

  Failed to convert theme <theme_name> from old structure to new structure
