2569223 - SAP IQ queries failing with 'The number of connections in the connection pool have exceeded the upper limit'

Symptom

In a SAP IQ multiplex cluster environment queries may fail with the following message in the .iqmsg file
Error: ('HY000', '[HY000] [Sybase][ODBC Driver][Sybase IQ]The number of connections in the connection pool have exceeded the upper limit

This may also lead to errors like

ErrID: 2106 (s_inccommunicationfailure); SQLCode: -1004008, SQLState: 'QIA08'
Coordinator node is offline
