2569341 - ORACLE_BASE was changed from /oracle/<DBSID> to /oracle during upgrade on AIX OS

Symptom

The ORACLE_BASE should be /oracle/<DBSID> in oracle 12c.

But it was changed to /oracle after upgrade by using SUM SP21 patch 1 for AIX.
