2569738 - SFP Adobe Form activation error

1. It is not possible to activate an Adobe Form in transaction SFP, even if the Layout content is empty. There is an activation error:
   
   
   The Text Message output is:
   
   
   
2. After saving the Adobe Form, the Layout content becomes empty. All changes made in the Layout design are lost.
   
   
3. Uploading a form layout in transaction SFP results in the error below
