2569942 - Old WM transfer requirements are not archived

Symptom

  • Archiving object RL_TB with write (RLREOB00S) and delete (RLREOB10S) programs is not archiving some old transfer requirements.
  • LTBK and LTBP entries are not getting archived despite falling outside the retention period.
  • Old TRs are not considered by archiving run.
