2570331 - STRING_OFFSET_TOO_LARGE in CX_SY_RANGE_OUT_OF_BOUNDS Dump

Symptom

 After NetWeaver upgrade starting a web-based application ends in a dump:

What happened?
Error in the ABAP Application Program
The current ABAP program "SAPLSBSP_URL_GENERATION" had to be terminated
because it has come across a statement that unfortunately cannot be executed.
The reason for the exception is:
An attempt was made in program "SAPLSBSP_URL_GENERATION" to access part of a
string using an offset.
The offset (0) was greater than the current length of the string
(0) however. Access is not possible like this.
