2570868 - Role cannot be created in Project

Symptom

The buttons "Create Role", "Copy Role", "Copy Roles and Staffings from..." are not available on tab "Resources" and therefore a role cannot be created. It´s only possible to "Include" a role from project-template.
A  new role cannot be created with BAPI BAPI_BUS2177_CREATE.
