2571677 - Tomcat8.exe does not stop successfully after stopping through CCM

Symptom

  • Stopping the Tomcat process from Central Configuration Manager (CCM) does not work properly
  • The service in CCM displays as 'stopped' but the tomcat8.exe process still exists in Task Manager
  • Process Monitor still shows Tomcat8.exe performing actions, such as accessing directories
  • The following error thrown when attempting to End Task through Task Manager:
    Unable to terminate process
    The operation could not be completed
    Access is denied
  • Java thread dumps (using jstack or alternative) can not be generated
  • Windows task manager dump shows one thread attempting to exit the process
  • Even though the process is still running - Central Management Console (CMC) / BI LaunchPad (BILP) cannot be accessed - and display a blank page / spinning wheel / hang behaviour
  • To recover the environment - a full OS reboot is required
