2571948 - ORA-16032: parameter LOG_ARCHIVE_DEST_1 destination string cannot be translated

Symptom

An error occurs and you cannot start the database even if set the constitution parameter of the LOCATION as per SAP note(1888485).

Alert log:
ORA-16032: parameter LOG_ARCHIVE_DEST_1 destination string cannot be translated
ORA-09291: sksachk: invalid device specified for archive destibation
OSD-04018: Unable to access the specified directory or device.
